The Individual Health Insurance Act of Idaho dictates that health insurance coverage should be made available to eligible individuals who are not covered by any form of employement based insurance. This means that regardless of your health status or your claims history, you have the right to obtain health insurance. By "eligible", this means that you have to be under the age of 65, not eligible for any group health plan, for Medicare or Medicaid, and who does not have any other health care coverage. Insurance companies operating in the state are required to actively provide health benefit plans to citizens of Idaho, including so called HRP (High Rish Reinsurance Pool) plans. Should an insurance company feel the need to refuse an applicant, the company is required to state the reason for this denial. Along with that, the company must also offer one of the HRP Plans available at higher premiums.
These HRP plans include basic, standard, catastrophic A, catastrophib B, and HSA Compativle Plan. Your insurance agent will be able to provide you details on individual policy plans and HRP plans. On the other hand, the Idaho Code also imposes the Small Emplyer Health Insurance Availability Act. This law instructs every health insurace company to offer company health benefit plans to small employers. Small employers are those who have 2 to 50 employees who work in full time basis. Of course, small employers will need to comply with laws on preexisting conditions. Should an employee be considered high risk, the small employer health plan should still offer HRP plans.
Idaho's Medicard Benefit Plans are also available for healthy low-income individuals (including children). A Basic plan can provide you with comprehensive health, wellness and prevention benefits if you do not have any special needs. A Medicaid Enhanced Plan provides those with disabilities and special health concerns, while a Medicare-Medicaid Coordinated Plan can provide protection for those who are eligible for both health plans. The state of Idaho also has a program called SHIBA - Senior Health Insurance Benefit Advisors Program, which provides additional health benefits to the elderly, aged 65 and above.
The Idaho Department of Insurance exercises control over health insurance companies. Make sure that your agent and insurance company is duly licensed to operate in the state, and their policy plans are approved by the state as well.
